Nonlawfag: Should be simple. Three Branches of Government. Grand Jury info part of Judicial Branch, if reaches SC. Otherwise, part of Executive. If GJ results in indictments it automatically is public: used in criminal trial. If GJ finds no basis for indictment it means nothing. Therefor it can not be made public.
The House Judiciary Committee is part of the 3 branch: Legislative branch with the House being reps of the people. If it can not be made public (made available to the people) it can not be given to the House. What are the people's reps going to do with the info if they can't give it to the people they represent? Only one reason they want something like that: political reason. That would be an infringement of power of another branch. i.e. UNCONSTITUTIONAL
