Note:

The Article 50 date of Britain leaving the EU, if no agreement is achieved, is March, 29th, 2019.

Exactly on the day after March, 29th, on March 30th, the UK Gov issues the above quoted statement.

"The new blue passport design will start being issued from late 2019.

As with most new passport designs, blue passports will be phased in gradually.

If you renew your passport between late 2019 and early 2020, you’ll be issued with either a blue or a burgundy British passport. You will not be able to choose whether you get a burgundy or a blue passport during this time.

All British passports issued from early 2020 will be blue."

This makes me believe that Brexit has already happened on March, 29th, this year.

But why won't they tell us??

German press "Die Welt" has a new article about the new UK passports.

But they do not report on Article 50- no agreement- March, 29th date of departure.

They do not make the connection to the issuing of new passports on exactly the day after.

They do not tell the readers, what it might mean, or does mean.
