Excellent question. These ciphers involve the use of gemotria whereby numbers are assigned to each letter of the alphabet, i.e. A=1, B=2, C=3, ect…
For example, if you add up the numbers for each letter in the words "NO OBSTRUCTION" you get a total of 185. When you do the same for the name "DONALD JOHN TRUMP" you also get a total of 185. Gemotria is an ancient system of cypher used for tens of thousands of years by the priesthood of elites that have ruled the world. Gemotria is used by them to encode hidden language and meaning in order to enslave and control any commoner that might read or hear those words. The hidden meanings of those words enter into the consciousness of those commoner and binds them to the spell that had been cast by the wizard, the one that encrypted that cipher. Its a powerful use of consciousness that may be for good or bad. Those that use these ciphers understand that there are elements of "free will" and "granted permissions" involved when a commoner is given the words of spells cast upon them and also given the keys to decipher those spells and yet the commoner makes no effort to free or protect themselves.
