For what its worth here is an interesting 4chan /pol/ thread that seems to prove the "clown pepe" meme was an attempt to track memes paths through the internet by use of the unique color scheme in the wig.

What this means is that they have a hard time tracking the FORM and WORDS in memes, but they CAN track COLOR.

 

Seems they are still having a tough time with memes… So it would seem the more context dependent a meme is, the more of a memetic load it carries. Higher payoff and lower risk.
