Yes. But don't ignore the intent of the one that ciphers. Words are written with meaning. Sometimes those words convey multiple layers of meaning. You could chose words randomly but doing so wouldn't make you a wizard. Wizards write cipher and wizards decipher. Learn the ways of the wizards if you want to understand.
