I think the goal is to make it appear the exchange was done with Russia to sabatoge US-Russ relations. I doubt Snowden would exchange valuable Intel with Russia. But I do think Snowden is savy enough to know they'd attempt to use him in some type of deal. This would explain the coldness Putin regards Snowden with and why a trade hasn't already happened.
