The point is this regime does not know what it is doing. Trump signs these things that are not worth the paper they are printed on to give the appearance he is "working hard" and "doing something". He is mentally unstable and is simply playing president. He makes all these crazy decisions on the fly after seeing something on Fox then his people have to scramble to not just make it happen but explain why its not insane. They have to make trump look like he has an "agenda" or plan. He has none. He is only using the office to get revenge on his enemies, pick fights and win them. Revenge governing is all hes doing. Everything he does is because he personally has to make himself look good or save face or it's something he personally wants he does not take into consideration the country at all.
