If GITMO holds thousands they will need a much larger facility than Alcatraz to hold the overflow. It's not even in use nowโ€“it's a tourist attraction. Plus it's not removed from US jurisdiction the way GITMO is. So they will likely have another place where jurisdiction issues will be similar to GITMO. Just my speculation.

What I recall is that being in Cuba, the prisoners there will not have the same rights as prisoners on US soil and will be easier to try/convict/punish them, so actually be used for American big criminals.

 

Think HRC and so on.
