Terror by any other name
Terror has gripped communities in Charleston, Charlottesville, Pittsburgh, and recently in Christchurch, New Zealand. Despite a robust counterterrorism apparatus, our government is under-prepared to prevent and counter this growing threat. Facebook, Google, civil liberties groups, and others will testify today on the spread of white nationalist-inspired domestic terrorism. The hearing comes less than three weeks after the Christchurch attack and on the heels of a report that the Trump Administration shuttered the Department of Homeland Security’s domestic terrorism intelligence unit.
We have worked to counter terrorism at home and abroad - the evidence is clear. The growing threat demonstrates the need to restructure our counterterrorism apparatus to address white nationalist-inspired terrorism. This includes revising our terrorism statutes, empowering law enforcement to pursue these terrorists with the same vigor as Islamist-inspired ones and investing in social approaches that prevent extremism and violence more broadly. While tech companies will testify on what they are doing — and it is a lot — clearly, it is not enough; Congress and the Administration will need to figure out the next era of regulatory approach to the internet.
Though most Americans think of terrorism as Islamist-inspired, the numbers show that far-right terrorism has posed a greater danger to Americans. According to a Washington Post analysis, of the 263 terror incidents between 2010 and 2017, 92 were committed by far-right extremists — only 38 by Islamist extremists. According to the Anti-Defamation League, in 2018, of the murders by extremists in the United States — all had a nexus to far-right extremism.
Despite this, our terrorism legislation and national security apparatus still focus disproportionately on Islamist-inspired threats. In the 17 years since 9/11, the U.S. government has placed countering this type of terrorism at the center of U.S. foreign policy and national security. These efforts cost thousands of American and other civilian lives and, by some estimates, cost over $250 million per day. In contrast, efforts to counter and prevent domestic terrorism are scarce.

Iranian lawmakers chant 'death to America'
Iranian lawmakers are responding to the Trump administration's designation of Iran’s Revolutionary Guard as a foreign terrorist organization with chants of “Death to America,” according to the Associated Press.
President Hassan Rouhani said the designation would make members of the guard more popular “than any other time in the hearts of the Iranian nation,” according to the AP.
Numerous members of Iran’s parliament wore the Revolutionary Guard’s uniform in solidarity on Tuesday.
Supreme National Security Council Spokesman, Keivan Khosravi said that going forward, “any unusual move by American forces in the region will be perceived as the behavior by a terrorist group, according to the AP.
“This mistake will unite Iranians and the Guards will grow more popular in Iran and in the region,” Rouhani said in a televised address, according to Reuters. “America has used terrorists as a tool in the region while the Guards have fought against them from Iraq to Syria.”
Saudi Arabia, which has long had an adversarial relationship with Iran, has applauded the U.S. designation. A Saudi Foreign Ministry official told the AP the move “translates Saudi Arabia’s repeated demands for the international community to confront terrorism supported by Iran.”
Israeli Prime Minister Benjamin Netanyahu, who faces re-election Tuesday and reportedly pushed the U.S. to make the designation, also praised the decision.
The U.S. designation of the Guard marks the first time the nation has applied the designation to an entire government entity.
Iran has responded by declaring the United States Central Command (CENTCOM) a terrorist organization and the U.S. government a sponsor of terrorism.

Lavrov defends Russia's military buildup in the Arctic
Russian foreign minister Sergey Lavrov on Tuesday defended the country’s increased military presence in the Arctic amid intensifying tension with the U.S., Bloomberg News reported.
“We don’t threaten anyone. We ensure sufficient defense capabilities given the political and military situation around our borders,” Lavrov said Tuesday at the International Arctic Forum in St. Petersburg. “We will always be ready to defend our security, interests and territorial integrity.”
Russia holds about half the Arctic coastline and has increased its air and naval activity in the area in addition to building new bases, according to Bloomberg.
U.S. Air Force General Terrence O’Shaughnessy, head of U.S. Northern Command, said in January that the region is the “front line in our defense” against attacks on the North American continent, the outlet noted.
O’Shaughnessy said in February that Russia was deploying cruise missile systems in the Arctic that would increase its leverage over a broad swath of the Northern Sea Route.
Lavrov's defense comes amid flaring tensions between the U.S. and Russia over the possible purchase of a Russian air defense system by Turkey.
Acting Defense Secretary Patrick Shanahan last week indicated that he expects Turkey to abandon its plans to buy a Russian air defense system, one day after Washington ceased all deliveries of F-35 fighter aircraft equipment to the NATO ally over the purchase.
