Scouts is certainly considered a "fraternal" order and there are further organizations within.

 

For example, Order of the Arrow (older boy/adult "honor camping society") is full of ceremonies, hand symbols, gestures, secrets, oaths, songs, and degrees. Those who make it to the highest "honor" (Vigil) are even given a "Vigil name", usually something in the language of a local Native American tribe that is befitting of their character.

Boy Scouts uses the 3 fingers together. Cub Scouting uses the 2. It extends to the 'sign' made during the Oath, salute given during the Pledge of Allegiance, and the hand shake (left handed).

 

There is also a service fraternity that is affiliated to some degree with Scouting.
