Baker received information directly from Perkins Coie (Michael Sussman), but the FBI never interviewed Sussman. This infers that "the fix was in" since protocol would be to interview a person relaying information of foreign interference (Russia).
The FBI skirted the laws they wanted to and omitted proceedures to further their agenda - that is anon's interpretation.
