They changed their protocol and knew their actions were not logical while allowing Bruce Ohr (DOJ) to funnel information (dossier) from his source (Christopher Steele/Fusion GPS, Glenn Simpson) to the FBI.

Further, Baker had two separate sources: David Corn (reporter) and Michael Sussman (attorney/HRC campaign).

Baker was in the chain of custody.
