Can the DOJ prosecute for lying to Congress without an explicit criminal referral from Congress?

FBI/DOJ have only been pursuing the other crimes, and now they can add perjury on top of it.

Will either the FBI or DOJ pursue a Congressional perjury crime (investigation, prosecution) without first receiving a criminal referral from Congress?
For other crimes, sure, but for THAT crime, do they need a referral first?
Presumably, because there is an active investigation?
And, anything they give to Congress will leak.
