This is true. Interesting personal aside. Have a relative who is a major witness for a Fed case that was recently announced but has never been approached to be interviewed. We recently learned they are still interviewing new witnesses however, after the indictments were handed out.
So it seems they sometimes do things ass backwards, possibly to not tip off who they're investigating. Indict with as minimal evidence as possible, after announcements go back and add meat to the bone.
