Its not unconstitutional. If enough states follow suit they can amend the Constitution and do away with the Electoral College…and this is exactly their plan.
We keep underestimating the power of evil. A lot of states have already passed bills to award presidential elections by popular vote. Two years ago no one was even talking about this.

This is bullshit. The Executive can't make laws but it has plenty of leeway with executing administrative policy. It also dermines its own administrative policies. Kobach already outlined in the Breitbart article a few days ago how POTUS should do this, but his advice is being ignored. The AG is also supposed to be helping POTUS with setting up this stuff on solid legal ground to avoid issues with the courts but he is looking to be another Jeff Sessions.
They have until the end of the year to get this under control or they will be facing an angry electorate in 2020.
