Add this piece of info. Ten minutes after the second tower was hit, my brother got in his truck and tried to go south from I480 to Interstate 71 southbound in Cleveland Ohio. By doing this, he had to pass the Airport, and NASA.

He could not pass because of the jam at the airport. The people were running out of the Cleveland Airport to the road into the traffic jam. They had been sent out for a "bomb scare". Many had just gotten off of planes and were not sure what was going on. The entire Cleveland Airport was closed, and no one allowed in.

My brother has often wondered if the PA plane was landed in Hopkins, and the passengers were offloaded while the reports of the plane "crashing in PA" were being manufactured.

They did not just ground the planes like other airports did.

They literally kicked everyone out of Cleveland Hopkins and on to the highways.
