I'm assuming the 1 was David Seymour, the only ACT member of parliament. ACT was formed from a centre-right schism from the center-left Labour party. ACT usually enters in to coalition with the center-right National party (which may have to change its name now for reasons of optics).
After the last election National could have formed a government with the support of center-center New Zealand First party, but Labour scooped the job by forming a coalition with NZ First and center-green The Green Party.
