They just realized their plan is a dud and they are in trouble.
My interpretation is,
1st Stage: Denial.
They never thought this would happen;
Even should she have lost.
Even after she lost.
They had "insurance" .
They didn't know what they were up against.
They never knew the transcripts of the interviews from last summer would be released?
Blindsided.

What comes after Denial, in the process of grieving?
Anger?
Can they ramp anger up much higher than it's been raised to, already?
They've done such a great job stirring up great anger in the population -
But were the leaders themselves truly angry?; or were they just acting in order to inspire anger and hatred in the population = to get the public enraged enough to cover up [and justify] what they planned to do?
Assassination?
Think of Comey.
He just seems an arrogant asshole who had no idea what was/is coming?
And that he thought he and his assets would outsmart everyone by planning their gross acts in plain sight, by means of public communications?
They are broadsided.

Not sure money is the top-most on their minds; but you never know.
I believe they are waiting for the full report because they can't believe they were "betrayed" by Mueller.
Mueller was supposed to indict Trump's children and this thing was never supposed to end.
It was supposed to buy them time to get rid of POTUS.
They had themselves and their followers convinced up until only a few weeks ago that the second term of POTUS DJT was out of the question; impossible.
I believe a lot of them still have no idea what is going on; caught by surprise.
A lot of dirt has to surface to make sure these people never come back.
