Clintons just got into would-be HIV/AIDS treatment as another money channel. Made more millions of donations pour in, and they only had to set up a cursory structure to adminster the "program". Further, the Foundation was NOT originated to deal with health care in any respect. The original purpose for the non-profit organization is very clear: to fund and maintain Bill Clinton's presidential library and a research center. Period. Everything they've done outside that definition is illegal.
If the IRS went after them with prejudice, they'd be broke and in jail for a thousand years.
