So why 18 months for a 6 month long project?

Imagine if you subcontract 50 companies, each doing 10 miles, all at the same time. Instead, 1 contract for 1 company doing the whole thing?

See the scam going on? Do this for the entire border to have it up in 6 months?

Also, didn't Trump have $1 Billion since Oct? And in Jan 2019, didn't he get $5+ Billion from Army and still not a single Contract to spend it or Bulid ANY WALL YET?
