There are more absolutely stupid people out there in the US than you realize. It is scary.

Many of them have college diplomas and they think that makes them smart, even though they can't think their way out of a paper bag which has already been ripped open.

They not only can't think for themselves, they don't even want to try.

It is beyond pathetic.

And those morons can (and do) vote.

He has said this before. I think it was a golfing reference of something one of his golf buddies used to say.

The idea is to cut the red tape with regulations, and get an answer to a permit application quickly. Either it gets approved and the builder can proceed quickly, or it gets shot down, and the builder knows quickly to go invest somewhere else instead of waiting a long time, and then finding out that they will not the permit to do the job.

Miss it quick -→ find out quickly if your permit is approved or not. Cutting the regulations allows this opportunity to find out quickly, and either get approved, or "miss it quick."
