Now with the JA arrest and notice from the Police that there is an extradition request in place, it makes more sense that a senior DOJ official was travelling to the UK to negotiate this extradition with the UK and the Ecuadorian Embassy?

Quite correct, I lazily took the date (21st) from the wikileaks tweet, but that referred to it being tracked on Tuesday 19th.

Do you happen to know the times it flew?

The fact that it was there for at least three days, to me, does indicate someone was travelling to the UK discretely, for coordination as Q puts it.
