Oy Vay - there has been only One intel. agency that has had a regular track record of issuing 'doctored' legitimate, but stolen passports, to its agents.

The attached Jewish Chronicle from 2014 carries a short commentary on the tendency of Israeli security services to “borrow” passports. It being such a common practise in Israel is definitely notable.
