The upshot is that Britain signed on to the Lisbon Treaty in 2007 by David Cameron (DS shill). In 2020 that treaty goes into full force and does not allow England to leave. Europe will be governed by a 27 member 'junta' (my word not hers) and will be able to override any decisions made by the UK in all areas.
So Theresa May is doing everything she can to postpone Brexit. THAT is what is going on.
