I figure if Rod is helping, he still has to go down just for the sheer fact he signed a FISA app. It wouldn't follow if you indict all the others and not Rod. Sessions could then just testify as a witness for/against him…or against one of the Hussein holdovers.
IIRC Comey did admit to being interviewed by Mueller, but I don't know if the report will cover any of that. He obviously had nothing substantive to say, so it's especially amusing he's playing at being confused by Mueller/Barr's conclusions.
