They just don't know. They think don't bad people are coming here, they don't understand that they are being deceived and they are completely unaware of the capacity of evil being perpetrated or even that people are capable of such evil. They might grasp a little bit of infiltration (such as Catholic Church) but complete infiltration of all agencies is incomprehensible to them.
