These people all get hired at the CIA and then one day they tell them their assignment is to go get a job at the FBI or the DOJ or the DMV or the EPA.
Its all an inside grease job, its not like they could fail the interview. Another CIA person is doing the hiring too.
Then they do what their CIA boss tells them to do.
They work for the CIA first and foremost.
