Business owners have mixed reactions to Dallas County DA's new policies

Dallas County's new district attorney announced his office will no longer prosecute "theft of necessary items" up to $750.

The announcement drew an immediate reaction from small business owners who are worried that word of the policy will encourage shoplifting.

While the Dallas County District Attorney John Creuzot tried to clarify his new policy on Friday, some business owners are worried about what the DA's new policy will mean for them.

Cody Ellison and his business partner own three shops in the Bishop Arts District. The DA's letter to the people of Dallas County does not sit well with him.

“To have the thought of someone being able to come in and steal $750 from us and there be no consequence is unfathomable to me,” Ellison said.

The DA’s letter says: "Criminalizing poverty is counter-productive for our community’s health and safety. For that reason, this office will not prosecute theft of personal items less than $750 unless the evidence shows that the alleged theft was for economic gain."

“They say essentials,” Ellison said. “For us, essentials are clothing. People have to have clothing.”

Ellison questions why the DA set such a high dollar amount for prosecution.

“This is not a victimless crime,” he said.

The district attorney tried to clarify his new policy.

“Maybe I should say consumption items. Maybe we should have put that word in there,” Creuzot said. “We're talking about food and formula that people need to live. Maybe I didn't put enough words in when I said personal items. Maybe I should have said personal consumption items.”

Jason Roberts is the owner of AJ Vagabonds in Bishop Arts. He supports the DA's new policy.

“I would hate to have the worst thing you've done be the flag for who you are as a human being for the rest of your life,” Roberts said.

But business owners like Ellison hope the policy doesn't encourage criminal behavior.

“People are going to become more and more confident with stealing, opening a floodgate for more and more theft in the future,” Ellison said. “If it grows, there will be no more small business owners.”

The district attorney did say that his office is trying to partner with academic institutions to track crime numbers to see if the new policy is causing an increase in crime. Those numbers could prove hard to track though if people stop reporting the crimes.

MASSIVE REVELATION: Ex-Pope Benedict XVI Confirms Church’s Total Guilt in Homosexual-Pedophile Abuse

In an 11-page analysis published yesterday in the leading German magazine for priests, Klerusblatt, Pope Benedict XVI has come forward to break the culture of silence, penning a rare essay on the sex abuse crisis in the Catholic Church. In the essay, he claims that the crisis was caused in part by the sexual revolution of the 1960’s and the liberalization of the church’s moral teaching.

The former Pope also reveals some of the behind-the-scenes struggles between the Vatican and American bishops in handling the homosexual pedophilia crisis, and admits that the Vatican was initially overwhelmed in dealing with it.

A top Vatican official has confirmed the essay’s authenticity to world media, including the American news network known as ‘CNN’. Benedict has rarely left his monastery, high on a hill, in Vatican City since his resignation in 2013. Benedict promised to stay “hidden” from the world in his farewell address as pope, though he has spoken out occasionally on church matters. Benedict appears to be frail but in relatively good health, now at age 92, but it is widely believed that he has made these statements in order to both clear his conscience and to attempt to save what remains of the church.

Raniere trying to get Mexican witnesses to testify — hopes to have Jane Doe #2 testify she was not 15 when nude photos were taken

Certain Mexican Nxivm members are getting “subpoenas” to appear as witnesses for the Nxivm trial. Sources tell me this is part of a scheme by the Keith Raniere defense team to get Mexican women to “safely” testify for Raniere.

Neither the US Government nor Raniere has jurisdiction to subpoena [or legally require as a subpoena does] anyone in Mexico to come to the US.

The subpoenas are, in effect, mere pieces of paper with no legal force.

They are, however, being served on Mexican women – and an attorney close to the case told Frank Report that this is a step Raniere is taking in order to try to persuade the trial judge (US District Judge Nicholas G. Garaufis) to grant his request to have Mexican witnesses for the defense testify via closed-circuit TV, as opposed to their coming to the USA and testifying in person.

Raniere’s argument is that the Mexican women want to testify in support of their Vanguard but are afraid that if they come to the US, the DOJ will arrest them and charge them with Nxivm-related crimes.

Raniere has asked the DOJ to guarantee “safe passage” from the US and back to Mexico for these witnesses since he argues it would be unfair to subject them to possible arrest if they appear for the defense.

In some cases, special clearance from Homeland Security is necessary to get them into the USA – since they do not possess visas.

If the judge and the DOJ do not agree to “safe passage”, Raniere is asking the judge to allow the Mexican women to testify on closed-circuit TV where they could be examined by the defense and cross-examined by the government.

The “subpoenas” are mere show after all – but what Raniere can say – if the Mexican women decline to appear – is that he tried to get “crucial” witness to testify but the government held a blatant threat over their heads – and refused to assure them that, if they came forward and testified, they won’t themselves end up being indicted – as a punitive measure for supporting Raniere.

Raniere suggests witness intimidation on the part of the government.

It might be an issue he can use on appeal if the judge does not grant his request to either compel the prosecution to grant temporary immunity and “safe passage” for Raniere’s Mexican witnesses – or allow them to testify on closed-circuit TV – as they remain outside the jurisdiction of the US DOJ – if he loses the case.

The Mexicans could be indicted anyway in the US, but since they are Mexican citizens and living in Mexico, it is not as cut and dried concerning extradition to the US as it would be for the extradition of a US citizen living in Mexico. [Ask Raniere about that.]
