I believe that the democrat plan was to have them go to Republican places, feed off the welfare, and then the Dems would set up their welfare-profiteer-voucher system and drain the locals of funds, pack the town with non voters, and be able to get districts that weould be for cucks of the cabal like Adam Shiffftt to go and carpet bag there.
the system doesn't work for them if the illegals are put somewhere the dems control, because then they are looting from their own districts.
the illegals is about looting money into cabal pockets through voucherized welfare: it lets the cabal go and buy up housing that will be paid for by the red-state welfare.
