I think you're referring to the people that are bored and looking for signs of a major event taking place.

Take JA's arrest.

There was media build up.

There were cameras.

There were protesters (And weird ones at that: giant teddy bears in orange tents with other props and lights on the ground).

There was a fake news call.

Then boom, he was served and arrested, with some book in his hands.

We haven't had proof of life of him in years.

There's not going to be a grand event until the public is adequately prepared.

I think it's safe to say some arrests have already occurred.

But either way, it's all happening according to a schedule.

It's not. It's the second best part of the first Thor movie. Loki uses the robot to swing and hit Thor. Thor falls, has a chat, and he dies. It was the perfect amount of impact to ensure that Thor would indeed die from the strike.

It was a proof of his godhood, to know the precise amount of impact to kill a mortal human. Using the full power of the bot to obliterate Thor would have shown zero grace.
