If you have laws forbidding allies from using your information toys, but then launder data input through another software, put the data into another server, then input that information into your toys, using the 'critical method' that still shouldn't really be legal, right?

That would explain people constantly talking about getting memos being handed around. Was hostile work environment to be sure. Folks in charge of strategic kinetic stuff loved talking about the memos. Talk about subversion in some key sensitive places.
