MINNEAPOLIS (AP) — A criminal complaint says the man suspected of throwing a 5-year-old boy off a third-floor balcony at the Mall of America told police he went to the Minnesota mall looking for someone to kill.

Emmanuel Aranda was charged Monday with attempted premeditated first-degree murder in Friday’s attack . The child is fighting for his life in a Minneapolis hospital with head trauma and multiple broken bones.

The complaint filed in Hennepin County says the child and his mother were standing outside a restaurant when Aranda came close to them, picked up the child and threw him over the balcony.

The complaint says Aranda told police he had been coming to the mall for several years seeking to talk to women, but had been rejected and it caused him to lash out.

April 15 (UPI) – An Australian man said he used two cases of beer as a bartering tool to rescue a unique "unicorn" sheep from the slaughter.

Michael Foster, a veteran stock agent, said he was checking out a flock of sheep when he came across Joey, a sheep with one of its horns directly in the middle of his head.

"I thought it might have been a joke to start with, but I thought, 'yeah it looks like a unicorn,'" Foster told 7News Adelaide.

A "unicorn" led California police on a three-hour chase in the Madera Ranchos area in early 2016. The "unicorn" in that case turned out to be a pony that had been dressed up for a photo shoot before escaping.

A public health official in Laredo, Texas, said 20 Congolese migrants were monitored for Ebola and other diseases in shelters in his city and across the Mexican border in Nuevo Laredo, Tamaulipas. Shortly after his announcement during a Laredo City Council meeting, the World Health Organization (WHO) considered declaring a “global emergency” in response to a massive outbreak of Ebola in the Democratic Republic of the Congo.

“We have 8 Congolese right now in one of our shelters and a dozen in Nuevo Laredo,” Laredo Health Director Dr. Hector Gonzalez told the Laredo City Councilman George Altget during a council meeting on April 4. “For them, my concern was Ebola.” He said that due to the time element, the Congolese migrants were not developing symptoms of Ebola. “But, we’re on alert to check that,” he said.

Senator Cory Booker is on board. Today, the 2020 hopeful unveiled an expanded version of the Earned Income Tax Credit that he calls the Rise Credit, with features similar to the Economic Security Project proposal. Senator Kamala Harris has her own version of a monthly tax credit in the LIFT Act, which would give slightly less to tax filers ($6,000 for families, $3,000 for individuals) but raise the income ceiling to $100,000.

Making tax refunds monthly is an idea that is picking up steam in progressive circles. Last week, Harris introduced a bill to create a refundable tax credit to support cost-burdened renters that would pay out monthly; Booker supports a similar credit for renters. The plausibility of those credits may depend on how successfully they can be implemented by the IRS.
