Just in recent history, it's easy to track without too much effort that the media has been used to cultivate animosity for a group the self-appointed overseers are planning to do dirty. Germans were effectively marked in this country to get people into WW!, even though a huge part of the population was German, pretty amazing. The Japanese became the new enemy in WW2. Somewhere after, the media was used to transform these attitudes to admiring the tech from the two countries, and by extension the people, even more amazing.
There have been other methods used to rile up susceptible minds, labeling other groups as savages is the usual modus operandi. Manifest Destiny was some serious bullshit used by the people running this country all the way to the Philippines and Hawaii. Taking over and colonizing a country was a tradition at one point, now countries are slowly ligatured over decades and the resources gathered together by the new peasant class paid pennies, and hauled out with transport they'll never experience. Unless it's useful.
