Resettlement by the federal government has been ongoing in America and elsewhere since native americans were just uprooted from their homes and placed on reservations. When the Repubicans ended slavery, many former slaves to the democrats were resettled in more ethical areas.

 

So yes, President Trump has the right and no, the dims in Congress have no say in it.
