We lived in and around that area 1999-2014. Haymarket has always been like that. They have always required the "citizens" who live inside the incorporated area of Haymarket to pay a surcharge. So does the local city of Manassas. When our son moved out and rented his own place in Manassas, he was hit with all kinds of surcharge taxes on his vehicle, etc etc etc. This is nothing new. FWIW, the "citizens" of Haymarket have always thought themselves special which is hilarious because Haymarket is a sh!thole and now has thousands of cheap mass produced townhomes filled with new imported sh!thole occupants. Haymarket was the scene of a Saudi gang rape of a woman which the local media worked hard to cover up.

Haymarket is your typical shitty little town, anyone who moves there knows what they are in for and I have no sympathy for them.
