what if the government response wasn’t so much a failure of total incompetence but rather the result of a federally mandated coup of a state’s emergency response in order to a) Institute Martial Law over the Gulf Coast region as part of a psychological “Shock and Awe” program and b) Displace about a million mostly poor black people from their homes as part of a massive land grab and development privatization agenda?
