Any confirmation whatsoever that there were actually workers present when this "accident" happened?

Every source I've read so far alludes to the construction underway but doesn't comment one way or the other whether actual work was in process at the time the tower erupted.

I'd assume not, as visitors reportedly were evacuated and work with blow torches probably isn't ok during visitor hours.
