I believe he’s holding the declass as leverage for the best moment. He can use the declass 1 time. He has to use it wisely.
Think along this line- if he declares war, fake news will make trump out to be a villain because of people being killed. The cabal wants trump to do something-anything they can use against him and show the public. Some of the public will not be able to handle seeing bloodshed.
