These assholes can raise money and keep it in a bank .. a PAC, that they control.
Any campaign expense is charged to the PAC.
But, more importantly, they control the PAC money when they leave the race. They give that PAC money to other reps and senators in exchange for future votes and favors.
It's about funding your own PAC piggy bank that is used to buy votes and favors later.

The dims have some vague and obscure point that Mueller included in hte report on purpose to let teh dims glom onto something with which to bash Trump.
