Not 100% positive, but during the 115th Congress there was an article stating he never officially recessed in order to subvert Potus from making certain appointments. I have no reason to believe he has changed his tactics.

But it is the Republican majority that has placed a total blockade on the usual safety valve for temporary appointments - the recess appointment power - by refusing to go on recess for the last two years.
