The Mueller report is supposedly arranged in sections, some of which paint a narrative that the observed conduct is chargeable as obstruction of justice at the discretion of a legally competent actor. The implication will be that Mueller defers not because the actions don't amount to obstruction, but because of DOJ policy that sitting president can't be charged.
The rebuttal is that the observed conduct isn't obstruction.
The DEMs in the House will decide if the report is useful as the basis to proceed with the plan to impeach Trump. If DEM supporters go along with this (which is not a legal decision, it is literally a witch hunt decision), impeachment will proceed.
