So, a related question(s):

Consider the 12/2017 EO freezing assets of those involved in serious human rights abuse, as well as anyone who helped them (banks, foundations, etc.)

What happens to THAT money?

Is it held indefinitely, unable to circulate?

Is it held pending legal proceedings against those entities?

Should those legal proceedings result in judgments against those entities, what happens to the frozen assets then? Is that effectively a claw-back where the money pours back into the US Treasury? (in such copious amount that there would be no future need to collect taxes from anybody?)

If so, who has the authority to spend or direct that money? Can it be returned to the American people it was in effect stolen (converted) from? Can it be used for general purposes by the POTUS?
