Reports were statues were removed from the area of the spire for refurbishing.
If so, and removal was completed, would that leave gaps in the roof for access to the timbers? Were workers ID'd before access to the scaffolding? If roof gaps were covered with tarps, for example, could an arsonist disguised as a worker enter the timber space undetected just before quitting time and stay there?
The access policy and worker sign ins & sign outs have to be reviewed.
