Not that anon, but the wharf is south of the light house.
North of the lighthouse is westside dr. or whatever, pretty famous road with a wide sidewalk along the cliff. Hot spot for locals and tourists. a couple tiny beaches and a big dog beach. The dog beach is just north of the light house.

That light house is public park. There is a fence along the sidwalk, but surfers and folk alike wander out on that rocky point all the time.
