As long as the trade deal with the UK is not formally a treaty it is negotiated and made by the president and his cabinet and administrative people under them, not Congress. She's in Europe, no doubt at our expense wasting time and talking bullshit, and getting involved in Brexit issues that aren't really any of her business. But, again, why is she REALLY there? The House is in disarray and she's obviously not in control as she thinks. I'd say she's got bigger issues to be concerned about back home.
