Binney's claim is only partially explained by the file examinations.
It also, as you show here, is based upon the NSA not picking up the evidence of the hack off the wires they snoop on.
Binney says the files end-destination show they had the attributes of a network copy.
He also said that the NSA could have spotted the hack with their tools.
The fact that they didn't include that info in a report showing it was a slam dunk hack tells him they didn't spot the hack.
Now, that's not a 100% confirmation, so it ultimately will come down to JA giving up his source to know for sure.
Which, I guess he could lie about so we'll prolly never know 100% the truth here.
