I think his team underestimated the time it would take to compose a working rebuttal, one that would deflate the most egregious errors in the prosecutor's case, and do so in not so many pages.
There is also some value in waiting to see where the press takes the Mueller report, and deal with just the parts the press has selected to be concerned over.
