imho, it is intentional and not due to low-end font(s) or design apps. Easiest tell: the kerning (space between letters) is different in "Investigate" from the kerning in "Investigators." These two words are nearly identical and many direct comparisons can be made.

 

e.g., look at the "TI" pairing in each case… one has odd kerning, and one doesn't. just my $.02

question: isthis a cap of an animated graphic? If so, the odd kerning could be due to animation effect. e.g., if animated text is still in process of moving into place when image was capped

FYI: The typeface in question appears to be Trade Gothic, which is a very well-established typeface (unlikely to have ghetto kerning, unless a fake version is being used, whichnseems unlikely given the proper kerning in other posted frames.)
