Ah! American football terms. Field is 100 yards long from goal line to goal line. You want to cross the goal line with the football to score a touchdown. In this context, more likely means to win the game.

 

1st and 10 = 1st down (4 downs to get a first down or other team gets the ball), and 10 yards to go (how far to get the next 1st down so you can keep the ball).

 

1st & 10 at the 50 = ball at mid-field. In this context, I'm guessing Q means Q team now has the ball (on offense, no more defense).

 

1st & 10 at the 40 = we are moving in the right direction (towards the goal line) after the Mueller report.
