No…. Again, we are talking about protection and control and todays electrical systems are highly sensitive to things like shorts and ground faults. Only way is if you have a connection that is not properly tightened and it just arcs away until the heat buildup is so great that it ignites or causes an arc flash to occur. To time an event like that to occur when the building was empty and work was finished for the day would be HIGHLY improbable. The fire was not started by an electrical fault. That is just a convenient explanation as the vast majority of the population consider electricity to be some kind of magic and they really have no idea how it works or really, what it is….
